A research practice concerned with a single question: whether the information organisations produce about risk ever changes a decision while the decision is still open.
The name
North and South Barrule are watch-hills on the Isle of Man. Fires lit on one summit were visible from the next, and a warning could cross the island in the time it took to see a light and light another. The institution was not the fire. It was the discipline that kept someone on the summit through the ten thousand nights when the horizon was empty.
Where it works
Based in Melbourne; the research is comparative by necessity rather than ambition. The United Kingdom supplies the inquiry record, the United States the law, the European Union a live regulatory experiment, and Australia the operating context. No single jurisdiction contains enough of the evidence to settle the question on its own.
Independence
Baarool takes no money from vendors of the tools or frameworks it examines, and publishes its method in full so that anyone may dispute it in detail rather than in general. Findings are published whether or not they support the position.
